This Selected Issues paper evaluates Hungary’s growth and current account performance by using a simple empirical model that provides benchmarks to measure GDP growth rates and current account deficits. The cross-country analysis suggests that in general, larger current account deficits are associated with faster income convergence. The model’s benchmark for Hungary suggests that its current account deficit has been larger than would be expected based on the income convergence process. The paper describes the motivation for, and specifics of, the modeling strategy, and the data used in the analysis.

This Selected Issues paper analyzes empirically the main determinants of Hungary’s inflation rate during 1990–96. Although there exist a number of possible methodologies to analyze this issue, the one proposed in the paper takes explicit account of the time-series properties of the variables that are potential candidates for explaining Hungary’s inflation performance. This leads to the specification of a long-term equation, linking consumer prices to a number of macroeconomic variables as well as to proxies for relative price shocks. The paper also examines the external current account and net foreign assets in Hungary.

The Selected Issues paper examines policy challenges for inflation targeting in Hungary. It highlights that inflation targeting has been met with much initial success. A well-defined policy framework helped guide inflation expectations and provided an initial impetus toward resuming disinflation. The paper also focuses on the impact of aging on the public pension system. It describes the background underlying Hungary’s current pension system, and provides a review of some of the recent work assessing Hungary’s pension system viability.

The Hungarian government implemented significant restraint and reforms in the mid-1990s, but substantial challenges remain in the medium term. Medium-term fiscal framework will assist in evaluating the preferred approach to managing this range of expenditure pressures and structural reform issues. The paper presents scenarios illustrating the tensions in fiscal policy, and the potential role for medium-term expenditure restraint to achieve fiscal objectives while facilitating growth. The statistical data on the economic indices of Hungary are also presented in the paper.

This Selected Issues paper assesses recent trends in Hungary’s potential growth and medium-term growth prospects. It analyzes to what extent the recent moderation of GDP growth reflects structural factors. The paper lays out some stylized facts about the Hungarian economy that could explain the growth slowdown observed in recent years. It provides estimates of potential growth using various methods, identifies the sources of the growth slowdown, and offers forecasts of potential growth over the medium-term under the baseline scenario. A model-based approach is also employed to estimate potential growth over the medium term under a reform scenario.

This Selected Issues paper assesses the efficiency of public spending on health and education in Hungary, with a view to identifying potential efficiency gains and areas for reforms so as to lock in such gains. The paper finds potentially large room for efficiency gains over the medium term, particularly in the health sector. A frontier analysis using data envelopment methodology, suggests that savings from efficiency gains in the health and education sectors could amount up to about 3 percentage points of GDP over the medium term, of which 90 percent could be achieved from efficiency gains in the health sector.
